      A Decade of Development

Promoted and inspired by the vision of its founder and first Chairman, the late Josef Glezerman, the development of the Colver Power Project, commenced in 1985, was conducted by Inter-Power of Pennsylvania, Inc.

After acquiring the plant site and right-of-ways, setting forth the conceptual engineering design, obtaining the construction permits and executing a long-term Power Purchase Agreement with the local utility, there came the critical task of assembling a consortium of lead banks to provide Project Finance. Inter-Power then formed a partnership with subsidiaries of the A. Ahlstrom Corporation  of Helsinki, Finland and  Baltimore Gas & Electric of Baltimore, MD.  The newly formed partnership Inter-Power / AhlCon Partners, L.P. achieved non-recourse financial closing and commenced the final stage of plant construction  in March 1993. The Bechtel Power Corporation was chosen as the turnkey constructor and in September 1995 plant completion was reached. First power delivery into the grid occurred in February 1995. 

The Colver Project incorporates state-of-the-art Equipment and its owners and operators take great pride in the beneficial Environmental Impact of the facility. Beyond the typical benefits provided by facility has made a number of unique additional contributions, such as rebuilding the region's main Water Reservoir and constructing a new access Road to the plant site. For this and other achievements the Colver Power Project has received a number of prestigious awards.
